Head of Procurement

Strategic Sourcing & Manufacturing Partnerships

Location: Vilnius | Hybrid | Remote

Our client is a fast-growing international construction technology company delivering high-performance prefabricated building solutions for the US market. The company combines proprietary BIM technology, engineering expertise, and a network of external manufacturing partners.

The company is looking for a Head of Procurement to build a scalable procurement function and develop a reliable network of strategic manufacturers and suppliers.

The role

You will review the current purchasing model, implement effective processes and ensure that procurement supports the company’s international growth.

Reporting to the European CEO, you will lead a team of two: a Project Procurement Manager and a Procurement Analyst.

Key responsibilities

• Develop and implement the procurement and strategic sourcing model.

• Analyse spend, suppliers, contracts and procurement risks.

• Build a network of strategic manufacturers, suppliers and subcontractors.

• Lead international negotiations covering pricing, capacity, quality and delivery.

• Secure prices, commercial terms and production capacity before manufacturing begins.

• Involve procurement early in project estimating, design and planning.

• Develop sourcing strategies for critical purchasing categories.

• Establish supplier qualification, performance and risk management processes.

• Improve cost transparency, forecasting and spend visibility.

• Select and implement appropriate procurement and ERP tools.

• Develop the procurement team into a proactive business partner.

Candidate profile

• Strong experience in strategic procurement, sourcing or supply chain management.

• Experience leading a procurement team or function.

• A successful track record of working with external factories or contract manufacturers.

• Experience identifying, evaluating and developing international suppliers.

• Strong negotiation and supplier relationship management skills.

• Experience creating or significantly improving procurement processes.

• Understanding of project-based procurement, technical specifications and bills of materials.

• Ability to demonstrate measurable savings, lead-time improvements or risk reduction.

• Strong analytical and systems skills.

• Fluent English.
